Init Campaign Zones

The command reinitialize campaign_zones table data. The command is automatically called as second command when Reinit Server Data command is executed. User can manually execute the command after campaign data was entered into the campaigns table. If one campaign belongs to more than one zone, the table contains all pairs campaign-zone.
